Tianjin Marine Environment Protection and Restoration Technology Engineering Center was approved for establishment by the Tianjin Science and Technology Committee in August 2016 and was officially recognized as a municipal engineering technology center by the Tianjin Science and Technology Bureau in August 2018. The center is based on the College of Marine and Environmental Sciences at Tianjin University of Science and Technology, and it has jointly established a technical development organization with the Tianjin Marine Environmental Monitoring Center of the State Oceanic Administration, the Tianjin Water Transport Engineering Research Institute of the Ministry of Transport, and CNOOC Energy Development Safety and Environmental Protection Company.
The center's research and development team consists of both permanent and guest personnel, currently employing 93 staff members. Among the team members, there is 1 Chang Jiang Scholar, 1 Tianjin Leading Talent in the Discipline, 11 Tianjin “131” Innovative Talents, 37 with senior professional titles, and 88 with master's degrees or higher; 45% of the staff are young teachers under 40 years old.
The center focuses on the significant advantages of developing the marine economy in Tianjin, aiming to address key technological bottlenecks in marine environment protection and restoration. It undertakes research and development tasks assigned by the national government, the Tianjin municipality, and various industries, with the resulting technological achievements transferred and disseminated to the industry through market mechanisms. This serves as a bridge and link between scientific research and industry, providing excellent scientific and technical talent for the sustained and rapid development of the industry, supporting and promoting the high-quality and fast development of Tianjin's marine economy.
The center operates in the fields of resources and environment, with main research and development directions including: simulation and disaster prediction and prevention technologies for marine dynamic environmental processes, marine ecological environment investigation, assessment, and restoration technologies, water resource utilization and protection technologies for coastal areas, and marine brine biological resource utilization technologies. The primary research contents include: (1) numerical simulation technology for nearshore ecological response; (2) marine dynamic environmental processes and disaster prediction and prevention technologies; (3) marine ecological environment monitoring, assessment, and restoration technologies; (4) resource utilization and restoration technologies for wastewater and waste from offshore oil fields; (5) water resource utilization and protection technologies for coastal areas; (6) assessment and restoration technologies for the ecological impact of seawater aquaculture; (7) field observation, collection, and analysis technologies for ecological environments; (8) marine satellite remote sensing and GIS technologies.
In the future, the center aims to leverage its technical advantages in marine environment protection and restoration, relying on the strong industrial capabilities of its partner units and excellent comprehensive testing capabilities, to develop into a leading research and development center for marine environment protection and restoration technologies. It will focus on researching and developing high-tech products urgently needed by the industry, establishing the center as a demonstration base for the industrialization of high-tech achievements and a specialized talent training base.

Leader and title:
Xianbin Liu, male, born in 1964, holds a PhD and is a professor and doctoral supervisor. His main research areas are ecological environment investigation, assessment, and pollution remediation principles and technologies in coastal waters.
He is the leader of the Environmental Science and Engineering Teaching Team in Tianjin, the director of the Tianjin Marine Environmental Protection Technology Experimental Teaching Demonstration Center, a member of the Ministry of Education's Teaching Guidance Committee for Environmental Science and Engineering, and the vice chairman of the Tianjin Geographic Society. He is also an expert for the National Ecological Environment Ministry's Environmental Engineering Assessment Center and the Ministry of Natural Resources' Marine Assessment Center, a director of the Tianjin Ecological Society and Geological Society, and a technology commissioner for the Tianjin Science and Technology Commission.
He has led 6 national and provincial-level projects and undertaken over 30 enterprise technology development projects, with several research outcomes applied in enterprises. He has received the Second Prize for Scientific and Technological Progress from Tianjin and the Third Prize for Scientific and Technological Progress from the China Port Association. He has published over 70 academic papers and authored the books "Marine Geology" and "Vulnerability of the Coastal Ecosystem in Bohai Bay and Bioremediation."
